The Impact Finance Stream selection process explained

4 min. 19/10/2026 19/10/2026

The Impact Finance Stream is a four-year graduate pathway into public-sector finance, and its selection combines judgement, numerical reasoning and practical exercises. This guide sets out the published Cohort 4 process, the stated eligibility requirements and focused ways to practise. Use the Local Government Association’s current information to verify dates and conditions before applying.

Confirm the pathway and its current dates

The Local Government Association describes the Finance Pathway as a route combining council work experience with professional study. Cohort 4 applications opened on 7 October 2026 and close on 5 January 2027, according to the official page. The page lists online assessments as part of the initial application, video interviews in January 2027, assessment centres in February and council interviews in March. Check the LGA page for updates before acting on those dates.

This pathway is not the same as the wider Impact management programme. Finance applicants take a numerical reasoning test in addition to the situational judgement test. The distinct tests and public-finance focus make it important to practise against the Finance Stream’s own requirements rather than assuming that general Impact guidance covers every step.

Check eligibility before investing time

The LGA states that applicants may come from any degree subject, with a minimum 2:2 undergraduate degree achieved or expected by August 2027. It also lists GCSE English and Maths at grade 4 or above, or equivalent, and the right to work in the UK throughout the four-year programme. The organisation says it cannot provide visa sponsorship. Candidates should verify the detailed official wording and their own circumstances rather than relying on informal summaries.

The official material also says prior finance experience or a finance degree is not required. This makes it especially useful to focus on transferable skills: numerical care, communication, planning, analysis, learning and commitment to public service. Do not assume that lack of a finance degree automatically rules you out, but do check each stated condition and any application guidance carefully.

Practise situational judgement

The SJT examines responses to workplace situations and the programme’s Skills and Behaviours Framework. The framework includes working with others, effective communication, planning and organisation, results focus and adaptability, analysis and interpretation, motivation for learning and resilience, commitment to public finance management, and leadership potential.

When working through practice scenarios, start by identifying the facts and stakeholders. Ask what outcome is needed, what information is missing and which response balances responsibility with collaboration. Public finance decisions occur in a context where resources support services and communities; the LGA’s description of the pathway connects finance work with budgeting, pensions, treasury, internal audit and financial management. Use that context to understand why careful analysis and responsible use of public resources matter, without pretending that practice scenarios reveal the exact live questions.

Review each answer rather than simply counting right or wrong responses. Note whether you overlooked a constraint, jumped to a conclusion or failed to consider who needed to be involved. For a difficult situation, practise explaining why a proportionate, evidence-led action may be stronger than either ignoring the issue or acting without consultation.

Build accuracy in numerical reasoning

The LGA explains that the numerical reasoning test assesses the ability to reason with information in tables, graphs and charts. Its accessibility page gives the published format as 18 questions in 25 minutes for the Finance application. Always reconfirm the current instructions in the invitation, since the live assessment directions are authoritative.

Practise reading labels, units, time periods and footnotes before calculating. Decide what comparison or value the question requests, then select only the relevant figures. Estimate the likely scale of an answer to catch misplaced decimals or a calculation based on the wrong row. If a chart contains several series, trace the legend carefully. Under time pressure, avoid spending too long on one item; make a reasoned attempt and move on in accordance with the test’s instructions.

A useful review log records the type of error, such as misreading a percentage, using the wrong denominator or overlooking a unit. Target repeated weaknesses with short practice sets, then complete a timed set to rehearse pacing. This method is more useful than memorising formulas without understanding what the question asks.

Prepare for interviews and the assessment centre

The LGA says the video interview contains three timed questions exploring motivation and relevant qualities. Prepare authentic examples that show how you handled information, worked with others, adapted to change or learned something new. Use experiences from education, volunteering, work or community activity; the programme welcomes candidates from different backgrounds. Practise speaking clearly and directly, not delivering a memorised answer that does not respond to the question.

The half-day assessment centre includes a group exercise, presentation and written exercise. All activities are timed and based on real-work scenarios. Practise summarising a short brief, identifying priorities and supporting a recommendation with evidence. In group work, contribute ideas while listening and helping the group reach a useful outcome. For a presentation, lead with the conclusion and signpost the reasoning. These are practice strategies, not claims about unpublished scoring criteria.

Finance trainees are employed by a participating council and rotate through areas such as budgeting, pensions, treasury and internal audit. Alongside work, they study for the CIPFA Level 7 qualification, including the CIPFA Professional Accountancy Qualification. The programme’s listed skills therefore suggest a useful preparation balance: numerical interpretation, clear communication, ethical judgement, organisation and interest in public finance.

The LGA states that the Impact Finance Stream page is the source for the cohort timeline, eligibility and selection stages. Consult it before applying, use any official practice resources provided, and contact the programme team early if you need adjustments. Practice can help you express your abilities more clearly, but it cannot guarantee progression or an offer.
