Who the programme is designed for
The LGA describes Pathways to Planning as a fast-track route into a career in the built environment. It is open to graduates from any degree background, and no work experience is required. The assessment process begins broadly and becomes more specific to planning or surveying as it progresses. That distinction matters: candidates should check which pathway and role information applies to them rather than assume every applicant faces identical exercises at every stage.
The current eligibility information requires a minimum 2:1 undergraduate degree completed by summer 2027. A master’s degree in addition to an undergraduate degree is acceptable, but the programme is not suitable for graduates who are currently studying for, or already hold, a master’s degree in planning, surveying or a closely related field. If your qualification or subject does not clearly fit the stated guidance, contact the programme team for clarification before relying on assumptions.
Stage one: application and situational judgement
The first stage is open from 7 October 2026 to 12 January 2027. Applicants submit an application form and complete a situational judgement test. The LGA says test results will be reviewed and outcomes communicated the following week. This assessment is intended to identify fit for the programme and uses competencies that recur across the first three stages, so careful reading and a consistent understanding of the published behaviours are useful.
A good way to approach scenario practice is to identify the objective, relevant people, available evidence and any practical constraint. Compare the actions offered by asking which response best addresses the situation while showing sound communication, analysis, organisation and responsibility. Avoid selecting an option solely because it sounds forceful or agreeable. Look for reasoning that is proportionate to the information provided and considers how a decision affects others. The official materials, not a practice quiz, determine the actual assessment format.
Competencies to understand
The LGA lists several competencies used as the basis for the first three selection stages. They include working effectively together, effective communication, planning and organisation, analysis and interpretation, commitment to local government and the wider community, leadership potential, motivation for learning and continuous development, resilience and adaptability, and professionalism. Read the official descriptions and think about what each looks like in observable actions rather than reducing them to one-word traits.
For example, analytical work involves considering technical and non-technical information, assessing options and developing practical solutions. Communication involves expressing information clearly, listening to different perspectives and using evidence. Community commitment includes understanding how work in the built environment relates to local needs and wider conditions. Use these ideas as prompts for reflection, not as claims that you already possess every competency at an expert level. Specific examples and honest learning are more credible than generic assertions.
Video interview
Candidates meeting the minimum threshold on the situational judgement test may be invited to a video interview in January 2027. The LGA says applicants have more than a week to complete it at a chosen time. Practise speaking clearly and structuring an answer around a genuine example: explain the context briefly, describe your own responsibility, set out the action you took and finish with the result or lesson. Do not memorise an answer word for word; a flexible structure is easier to adapt to the question asked.
Build a small bank of examples from university, employment, volunteering or other relevant settings. Include instances of analysing information, organising work, resolving a disagreement, adapting to a setback or communicating with different people. Be clear about what you personally contributed. If the result was mixed, explain what you learned and how you would approach a similar situation now. Test your camera, microphone and connection before the interview, and make sure you understand any instructions about the recording platform.
Virtual assessment centre
Candidates who pass the video interview are invited to a half-day virtual assessment centre in February or March 2027. The LGA says candidates complete three exercises. Planning candidates and surveying candidates attend different assessment centres, so check the pathway-specific joining information when it becomes available. The source page does not specify every exercise in detail, so avoid treating online speculation as a confirmed assessment blueprint.
Practise transferable skills that fit the published competencies. For written work, extract the question and evidence before drafting a response. For discussion, listen carefully, build on useful contributions and help the group maintain a clear objective. For presentations or other communication tasks, make your main point visible early and explain supporting evidence in an organised way. If the exercise is unfamiliar, take a moment to clarify what it asks and show a reasoned approach rather than pretending to know a hidden preferred answer.
Employer interviews and preferences
Candidates who pass the assessment centre receive a list of participating councils and employers and information about available roles. They rank interview preferences, which the programme team considers when allocating interviews. The LGA anticipates that candidates will interview with one or two employers between May and July 2027; employers make their own hiring decisions. This means the later discussion may be more specific to a local employer and role than earlier programme-wide stages.
Once you know which employers are relevant, review their official information and the responsibilities of the role. Prepare thoughtful questions and examples that connect your interests to the work described. Do not claim detailed knowledge of a council’s priorities unless you have checked reliable official information. If offered a role, onboarding is handled by the employer, and the programme anticipates work and study beginning in autumn 2027.
A practical approach to practice
Plan sessions around one skill at a time: scenario judgement, competency examples, written analysis or spoken communication. After each session, ask whether your response addressed the actual task, used evidence, considered other people and explained your reasoning. Keep a brief record of repeated errors, such as overlooking constraints, giving too much background or describing a team’s result without identifying your contribution. Revisit those issues in later practice rather than simply increasing the number of questions.
The LGA says adaptations to assessment delivery can be made where needed, while candidates are measured against the same criteria. Contact the programme team early about additional requirements and check the official pages for current dates and instructions. A practice test can build familiarity and help you reflect, but it cannot guarantee progression or a job. Your next step is to verify that you meet the stated criteria, select the relevant pathway and complete the official application before the deadline.
